Kasane-Kazungula Redevelopment Project Records Steady Progress

Date:

The Kasane-Kazungula Redevelopment Project is progressing steadily through its second stage of implementation. The project, structured into three phases, planning, construction, and operation is being wholly funded by the Botswana Government through the National Development Plan (NDP).

For the 2025/2026 financial year, the project was allocated P226 million to facilitate three primary construction works and ten projects managed via the Development Manager (DM) model under the Ministry of Transport and Infrastructure. However, officials noted that this allocation remains subject to the availability of funds.

Current construction priorities include an Integrated Office Block to relocate government offices, a new CTO fuel station and workshop, and the construction of 150 institutional housing units.

Projects delivered through the DM model encompass a wide range of facilities, including the relocation of the prison to Pandamatenga, the Chobe Brigade, and various workshops for Food Relief, Veterinary Services, and Facilities Management. Significant infrastructure upgrades are also planned for the Kasane and Kazungula riverfront areas.

To date, the Ministry has successfully completed three major components: a 16-million-liter-per-day water treatment plant, the Integrated Office Block, and the Government Fleet Management (formerly CTO) fuel station and workshop.

Highlighting the timeline and economic challenges in an interview, Project Coordinator Jobe Ofetotse stated that while the project recommenced in 2019, completion is now estimated during the NDP 13 period, depending on funding.

“The current economic climate is highly uncertain, and budget allocations may not be fully realized,” Ofetotse cautioned. He emphasized that the Ministry is working within existing constraints, prioritizing critical components, and exploring alternative financing models to aim for completion by NDP 12.

In navigating implementation hurdles, he said despite the forward momentum, the project has faced significant setbacks. These include the economic fallout from the COVID-19 pandemic, which delayed progress between 2019 and 2022, and challenges related to the Development Manager model. The subsequent revocation of the DM model has required the Ministry to revisit implementation strategies and timelines.
