Independence Day Celebrations End In Controversy Big Tree Area

Date:

The celebratory spirit of Botswana’s 59th Independence Day was marred in Maun this year, after Botswana Police Service abruptly closed the popular Big Tree area along the Thamalakane River, threatening arrests and cutting short festivities for hundreds.

While the long holiday weekend was still underway, reports indicate that the Botswana Police, acting on what is suspected to be a directive from local authorities in Maun ordered celebrants to disperse. The official justification cited concerns over littering and potential drownings from alcohol intoxication.

This is not the first time local authorities have taken such action, fuelling public frustration and raising questions about the management of public recreational spaces during national holidays. Similar incidents have been reported in the past at “The Beach” in Matalpana village and at an area in Shashe, suggesting a recurring problem rather than a one-off event. The heavy-handed approach by the authorities has left many residents feeling their right to gather and celebrate in public spaces is being arbitrarily curtailed.

While the issues of waste and public safety are valid concerns, the repeat closures suggest a reactive rather than proactive approach to managing public gatherings. The current strategy of simply shutting down popular celebration spots is proving to be a short-term fix that stifles community spirit and ignores the underlying issues. The people of Maun deserve access to their natural treasures like the Thamalakane River, and a more sustainable solution is needed to balance public safety with the public’s right to celebrate.

To prevent future disruptions and foster a more harmonious atmosphere, a multi-stakeholder approach is essential. The District Commissioner’s office, the Botswana Police Service, the Botswana Tourism Organisation, the North West District Council and the Tribal Administration should convene to develop a comprehensive plan for managing popular public areas during peak holiday seasons. Recommendations to address closure of recreational activities along the Thamalakane River may include the following:

Establish Temporary Infrastructure: To address the waste issue, temporary public toilets and sufficient bins should be installed in popular areas like Big Tree for the duration of the holiday period. This simple measure would significantly reduce litter and environmental impact.

Engage Private Operators: A public-private partnership could see a private operator leased to manage the area, especially for waste collection and site maintenance. This would ensure better oversight and potentially introduce revenue streams through regulated activities.

Implement Community Policing: Instead of threatening arrests, a more collaborative approach is needed. Police and Tribal Administration could work together and employ a security company to patrol the area, not to intimidate, but to enforce safety rules and encourage responsible behaviour.

Promote Responsible Enjoyment: The Botswana Tourism Organisation could use the opportunity to promote responsible tourism practices, including safety around the river and respecting the environment. Information campaigns before and during the holidays could raise awareness of the issues.

Designated Celebration Areas: Authorities could designate specific, well-managed areas for larger public gatherings, with proper facilities and oversight. This would provide a safe and controlled environment for people to celebrate without infringing on the rights of others.

By working together, stakeholders can transform Independence Day celebrations and any other festive season in Maun from a potential conflict with authorities into a well-managed, enjoyable, and sustainable event for all citizens. A reactive crackdown only breeds resentment; a collaborative, long-term solution will ensure that Botswana’s national day remains a joyful and unifying occasion.
